We’re consistently hearing and observing the same issues across teams regarding the absence of a structured fugitive investigations training program. The lack of formal training seems to be leading to inconsistencies in procedures, varying levels of investigator readiness, and inefficiencies in case handling.

Meet the Team
TOM MCDANIEL
Tom McDaniel retired from the United States Marshals Service after nearly 25 years of distinguished service, concluding his career as Deputy Chief of the Office of International Operations, where he supervised all U.S. Marshals Service investigations conducted outside the continental United States. Throughout his career, he held numerous leadership and operational roles, with a primary focus on complex fugitive investigations, task force operations, and international law enforcement coordination.
Prior to joining the Marshals Service, Mr. McDaniel served six years in the United States Marine Corps, including three years overseas as a Marine Security Guard assigned to U.S. Embassies in Zambia, Guatemala, and Costa Rica. He completed his military service as a Sergeant in 1999. Following his departure from the Marine Corps, he worked as a security contractor for the U.S. Department of State while earning a Bachelor of Arts degree in Government and International Politics from George Mason University.
During his tenure with the Marshals Service, Mr. McDaniel served on multiple warrant squads and was a long-time member of the Capital Area Regional Fugitive Task Force (CARFTF). He was among the first investigators assigned to the Sex Offender Investigations Branch and Missing Children Unit and later supervised investigative units in the District of Maryland and CARFTF. Internationally, he served in the Office of International Operations as the Regional Affairs Desk Officer for both the Asia-Pacific and Northern Europe regions, managing sensitive cross-border investigations and partnerships.
Mr. McDaniel has trained foreign law enforcement counterparts worldwide, including members of the European Network of Fugitive Active Search Teams, as well as agencies in the Dominican Republic, the Philippines, Colombia, and Mexico. He is also one of the principal creators of the Fugitive Investigative Concepts and Practices (FICAP) Course, the U.S. Marshals Service’s flagship investigative training program designed to standardize and expand fugitive investigative capabilities across the agency nationwide.
